Scope of work
The National Education Specialist reports to the International Education Program Coordinator based in Kasulu. Despite He/She will supervise the day-to-day activities of the education program in Mtendeli camp, he will be working closely with the Education Coordinator to support the management of the Program by ensuring provision of technical support to other Education Managers. He/She will be responsible for the implementation of the technical aspects of the project related to education interventions and will facilitate the collaboration with the Education District officers in Kigoma Region to raise the support from Tanzanian Government of IRC Education programming.

While the position is based in Kibondo with occasional travel to Kasulu and Nyarugusu (60% in Mtendeli and 40% in Nyarugusu), the Education Specialist supervises the Education Managers in Nyarugusu and officer in Mtendeli through supporting day-to-day activities and will travel regularly across the camps.

This role will support the coordination of overall development and implementation of quality education
Programs, in compliance with donor requirements and current programming strategy. He/she will ensure that the objectives of the program are met in a timely manner and are being  monitored and evaluated effectively; ensure that education national staff receive appropriate mentorship and professional development and that a positive team spirit is fostered encouraging innovative and quality programming.

Additionally, the Education Specialist will collaborate with other education partners to ensure a jointly and well-coordinated education response as well as work closely with other IRC sectors especially GBV and Child Protection to ensure that protection and wellbeing of children is consistently mainstreamed across IRC sectors.

Key Duties
a.    Responsible for the implementation of the technical aspects of the project related to education interventions in Mtendeli and Nyarugusu
b.    Support national staff in planning and implementation of teacher professional development training initiatives in all camps.
c.    Ensure activities implemented are as per established project framework across all camps where IRC is implementing education.
d.    In coordination with UNHCR, UNICEF, other partners in education as well as the Tanzanian Government, prepare Burundian students to shift to Tanzania curriculum planned for January 2018
e.    Work closely with other Education Managers across the camps to monitor program performance
f.    Work with all other sectors to ensure safe reporting mechanisms and programming for girls at risk of sexual abuse and exploitation
g.    Identify, develop and implement programmatic linkages between GBV /WPE, Child Protection and other IRC sectors across all the camps.
h.    Coordinate the preparation of the narrative reports for timely submission to Education coordinator in both Mtendeli and Nyarugusu camps.
i.    Support the Coordinator in realizing the SAP (Strategic Action Plan 2020) education outputs and collection of data and evidence on progress.
Qualifications
a.    Bachelor’s Degree (Master’s Degree preferred) or higher qualification in education and possess a minimum of three years of progressively responsible professional experience in managing the technical implementation of complex basic education programs in developing countries
b.    Preferable with additional years of experience in student assessment, teacher training, educational materials and curriculum development, educational management, basic and secondary education projects, and educational monitoring and information systems. With additional years of experience working with ministries of education, networks of educators
c.    Experience in statistics and the development of monitoring systems (national and/or local).
d.    Strong writing and editorial skills; be able to work under pressure; and possess strong interpersonal and intercultural skills that enable them to work well with a diverse team.
e.    Demonstrated knowledge of gender-sensitive education programming
f.    Experience from working in refugee camp settings a plus;
g.    People management skills: the ability to effectively lead and supervise staff;
h.    Fluency of English is required; knowledge of Kiswahili is preferred; French a plus
i.    Computer skills: knowledge of MS Word, Excel, power point and email/internet software
