Food Security Monitor Scope of Work
The Famine Early Warning Systems Network (FEWS NET), funded by the United States Agency for International Development (USAID), is a leading global provider of objective, evidence-based food security information and analysis. Created in 1985 in response to famines in East and West Africa, the project provides global coverage with a mix of presence and remote monitoring countries. The FEWS NET implementing team includes NASA, NOAA, USGS, USDA, Kimetrica, and Chemonics International, which manages the Washington-based technical office and more than 20 field offices.
Based on in-depth understanding of local livelihoods, FEWS NET analysts monitor information and data on factors that affect food security, such as weather conditions and climate, crops, pasture, markets and trade, and nutrition. FEWS NET produces regular reports including the Food Security Outlook and Outlook Updates, emergency alerts, market and price updates, and global weather hazards. The project also produces specialized research products on food security drivers and crosscutting issues such as climate change and resilience. FEWS NET makes all reports available at www.fews.net and distributes them globally to governments, relief agencies, and other organizations engaged in humanitarian response and development programs.
The ongoing third phase of FEWS NET (2012-2017) relies on close collaboration with international, regional, and national partners on food security analysis and reinforcement of food security networks. Major activities include joint monitoring and assessments, data exchanges, collaborative analysis and report writing, and training. FEWS NET supports local and regional food security networks to contribute to achieving the global objective of food security for all.
FEWS NET monitors Tanzania as a non-presence, remote monitoring country. To supports its monitoring activities, FEWS NET is proposing to hire a food security monitor to collect information from partners, primary information during field visits when necessary, and to strengthen FEWS NET’s relationships with partners.
Position Description
The food security monitor for Tanzania will collect, evaluate, and report on information regarding food security conditions and observed anomalies in food security-relevant indicators, and to assist with classification of current and projected food security outcomes. S/He will facilitate access to food security related data and information, maintain contact with food security partners in Tanzania, and support/participate in relevant meetings and activities as necessary.
Activities
Collect relevant food security information from partners.
Maintain strong relationship with partners (i.e. WFP, FAO, Ministry of Agriculture etc…).
Participate in MUCHALI information sharing meetings.
Be in regular contact with the East Africa Regional Office.
When necessary, travel to areas of concern to collect information.
Deliver information on current and expected food security conditions and assist with
classification of current and expected food security outcomes, alerts and special reports (as
needed) about Tanzania to the East Africa Regional Office.
Supervising cross-border data collection by cross-border monitors.
Participate in IPC analysis of Tanzania based on monitor availability and as required.
Level of Effort
Estimated standard LOE is 5 days per month. However, additional LOE is required during months with
special activities such as an IPC analysis. If more than 5 days of LOE is required, the direct supervisor will
approve the LOE in advance. The food security monitor will be posted in Dar es Salaam. Occasional
travel to other locations in country may be required. For all administrative matters, the remote monitor
will report to the FEWS NET Regional Technical Manager, Nigist Biru, with support from the FEWS NET
East Project Management Unit. For technical matters, the food security monitor reports to the FEWS
NET East Africa Regional Technical Manager, Nigist Biru. The ultimate authority rests with the Chief of
Party in Washington, DC, who may assign an alternate direct supervisor when required.
Deliverables:
1. Prepare monthly remote monitoring update or updated key messages, depending on the
schedule each month, with information on seasonal progress, description and analysis of any
observed anomalies in key food security related indicators, and, when necessary, sub-national
food security analysis.
2. Upload staple prices and CPI data into the data warehouse along with market analysis that
summarizes changes in prices, highlights the major drivers of these changes, and provides an
outlook as to likely future price movements.
3. Monthly progress report listing the key activities undertaken, listing of key communications with
partner organizations, exchanges and analysis for cross-border monitoring with the East Africa
regional office, and any difficulties encountered.
Minimum Qualifications
A university degree in a discipline relevant to the work of FEWS NET, such as agricultural
economics, agronomy, nutrition, climatology, anthropology or social geography.
At least five years of relevant experience in early warning/food security information systems,
food security analysis, as well as other related fields.
Fluency in English and excellent communication and writing skills.
Excellent computer skills. GIS applications and mapping skills an advantage.
