Terms of Reference

Developing and roll out Communication Mechanism for AIT


Background
“The Association of Iringa Tomato and Vegetable Growers Company Ltd” was established in 2011 and the Head Office is located in Iringa Municipal. The cooperative was established for the purpose of supporting their members to access inputs, markets for tomato and vegetable and finance.  AITVG has 68 group members serving a total of 3,400 members. AITVG operates in Iringa District in Iringa region. AITVG has been granted by LWR to implement the Nyanya ni Pesa Project that benefit a total of 3,400 members of 68 farmers groups from 23 villages in Iringa District.
AITVG is looking for a consultant to develop and roll out internal communication and feedback mechanism. The document will clear explain how, when and type of information to communicate with members, Government, Buyers, Processors, Input Suppliers, Financial Institutions, Donors, etc

Scope of Work
1. Conduct consultative meeting with board, staff and members to understand existing flow of information and the suggestion on the better way of sharing of information  
2.Use findings from assessment todevelop communication and feedback mechanism
3.Use 2 days to conduct orient board and staff on the communication and feedback mechanism. During the training session, board and staff will provide inputs on the documents for better improvement
4.Consultant will use at least 2 days to incorporate comments from the training and produce final document
5.Board will approve and endorse the document for internal use

1.Communication and feedback  mechanism system
2.Training report

Implementation Arrangements

The AITVG will prepare the venue for conducting training, training materials and other support necessary for the successful work. Stationery costs like printing and photocopies will be reimbursed upon submission of receipts, up to a defined limit by AITVG.

The consultant will arrange for anything deemed necessary to carry out the consultancy to include;
•Accessories such as Laptop/Computer and Projector.
•The land transport from wherever consultant is coming to the working station will not be reimbursed by the AITVG.
•The consultant will be subjected to deductions of respective taxes and statutory contributions.

Milestones

The following milestones are major deadlines for which sets of activities need to be completed.

2.Signing of Contract    4th February, 2017
3.Develop and submit inception report     6th - 9th February, 2017
4.Conduct consultative meeting     10th - 13th February, 2017
5.Develop communication plan    15th -18th  February, 2017
6.Training board and staff on communication plan     20th February 2017
7.Incorporate comment from training and produce final document     23rd  – 25th February, 2017

Each report will contain the following outline (maximum 25 pages, excluding annexes)
1.Executive Summary

3.Purpose/Objective of activity
4.Proceeding of the exercise  (as defined in inception report)
5.Achievements
6.Conclusion
7.Recommendations
8.Annexes:

Submission Requirement
•Submit Expression of Interest including fee per day
•Individual  or companies are eligible to apply
•For companies submit profile of company
•For individual submit CV which indicate the past experience of doing the similar work
