Dimensions of Role:
• Directly reports to Programme Unit Manager and Head of Child Protection
• Manages, supports and coordinates partner staff and two Programme Coordinators (one for Geita, one for Chato), Project Accountant and Driver
• Responsible for timely implementation of a total project budget of EUR 1,800,000
• Manages and leads the implementation of the project within donor guidelines
Typical Responsibilities - Key End Results of Position:
• Successful implementation of the project activities based on the approved work plan, to achieve set outcomes
• Management of project’s performance, including that of partner agencies
• Leading and managing project staff effectively
• Professional performance management and coaching of project staff
• Support project team/partners in timely and appropriately available of resources e.g. budget, capacity building, equipment and supplies
• Production of regular, timely and high quality project narrative & financial reports as required by the donor and Plan France
• Maintaining good donor relations with AFD in Dar Es Salaam as well as Plan’s supporting office in France
Implementation, MER, Reporting and Documentation
• Develop project level monitoring plan and monitor activities
• Budget control - track program spending, provide timely and regular updates in M & E systems, analyze deviations and take corrective action as needed.
• Ensure quality implementation on activities on livelihoods promotion, adolescent and sexual reproductive health, child protection systems strengthening, promotion of education
• Conduct monitoring and evaluation of the project activities using program quality assessment tools
• Ensure age and sex-disaggregated data is provided and analyzed during situation assessments, monitoring, reviews, reporting and documentation
• Ensure gender mainstreaming at all levels throughout project implementation and provide support to the staff and partners whenever needed
• Prepare project implementation reports as per requirement of donors and project on a timely manner
• Coordinate baseline survey mission as well as internal and final evaluation, in collaboration with MER department at CO and Plan France
• Organize periodic review and reflection workshops/meetings (as indicated in the project proposal) to review project plan and strategies and document learning and evidences.
Coordination and program collaboration
• Build and maintain working relationship with project team, partners and relevant stakeholders
• Represent Plan at the district/regional level and maintain contact with other Government departments, NGOs, communities and visitors as required and in order to encourage interlinkages with other key actors and interventions
• Organize critical review and reflection meetings periodically to share plan, progress, issues and way forward
• Share project level program learning, best practices and experiences in different forums
• Represent Plan in external and internal forums
• Strong project management skills, including overseeing effective delivery and reporting
• Technical understanding of child protection system strengthening, ending child labour, adolescent sexual and reproductive health, supporting the poorest to escape poverty
• Knowledge on behavior change communication
• Skills required in monitoring & evaluation

Qualifications and Experience
• Education - University degree in Social work / community development/social science/ development studies; Master level will be an added advantage.
• Training – key exposure to courses on: Project management, Child protection, Gender equality, Monitoring and evaluation, partnership management; Human Rights Conventions, CRC
• Experience – minimum five years’ experience, demonstrable experience in community and/or International development including management experience, including strong experience in large project management, specifically involving design and management of community development projects, child protection programmes
