Position Description: GENDER ADVISOR
Background
The
Community Health and Social Welfare Systems Strengthening (CHSS) Program is a
five-year USAID funded cooperative agreement led by JSI Research &
Training Institute, Inc. with partner World Education, Inc. CHSSP goal is
to build capacity of the Government of Tanzania’s
health and social welfare structures at the community level to enable more
accessible, higher quality health and social services for HIV affected and
other vulnerable populations in targeted communities in Tanzania.
Job Summary
Within CHSSP, JSI Research & Training Institute, Inc. leads the consortium
partners in program planning, implementation, monitoring and evaluation. In
order to achieve these aims, the Gender Advisor will provide technical
support in gender analysis and integration for all aspects of the project,
including identification of best practices, program design, implementation,
technical resources (e.g., case studies and tools), and evaluation, in line with the GOT National
Strategy for Gender Development. In support of field activities, the Gender
Advisor will provide guidance to team members to ensure that the team is
cognizant of the ways in which gender considerations impact the ways in which
the team functions and how CHSS approaches its work; including that all
team members have an in-depth understanding of how gender norms, inequalities
and stereotypes impact program implementation, and ensuring that activities
address the unique needs of men and women of all ages and abilities as well as
gender barriers that may impede access to services. The Gender Advisor may also
facilitate and/or prepare local consultants to implement gender-related
training, technical assistance, and capacity building. The Gender Advisor is a
full-time position based in Dar es Salaam, Tanzania and is a member of the
Technical Team.
The Gender Advisor will report to CHSSP Deputy Chief of
Party and will supervise the Gender Officers.
Primary Responsibilities and
Duties:
●
Under the guidance of the Deputy
Chief of Party, coordinate closely with the Technical Team to maximize
integration and synergies of the objectives and strategies of CHSSP to ensure
an integrated approach to implementation among the consortium partners;
●
Provide timely and quality updates
to the Deputy Chief of Party and the Technical Team on the status of
development and implementation of relevant program strategies, priorities and
work planning initiatives for gender
mainstreaming;
●
Coordinate closely with the Technical
Advisor, Zonal Support to engage the
project’s Zonal Offices in the development of relevant program strategies,
priorities and work planning initiatives for gender mainstreaming;
●
Coordinate closely with the Technical
Advisor, Zonal Support in order to ensure timely provision of technical
assistance and guidance to the Zonal Offices for implementation of relevant
activities;
●
Ensure timely and qualitative
contributions to the Technical Team for all necessary reports and especially
quarterly reports, and semi and annual reports;
●
Provide regular analysis on gender equality
issues as they affect the project, especially all developments in Government
related to advancing women’s rights and gender equality, synthesize and
articulate the lessons, challenges, and risks for CHSSP related to gender, and
apply these to on-going project planning and implementation;
●
Build and maintain strong,
collaborative working relationships with relevant national government and civil
society stakeholders to increase advocacy for participation of women and other
vulnerable groups in decision-making processes for resource allocation for
health and social welfare services;
●
Ensure all CHSSP systems
strengthening efforts are aligned with PEPFAR 3.0 Human Rights Action Agenda,
DREAMS’ Tanzania Strategic Plan, and the relevant GOT’s national policies and
guidelines;
●
Enhance the effectiveness and scope
of CHSSP’s membership and participation in relevant national task forces,
technical working groups, and coordination fora especially to develop/update
relevant policies, guidelines, and standards to increase participation of women
in decision-making processes for resource allocation for health and social
welfare services and to reduce vulnerability of AGYW to HIV and violence;

Lead the design and implementation
of the project’s gender mainstreaming interventions from the national,
district, and community level with relevant government institutions as well as
relevant civil society entities;
●
Lead CHSSP in documenting successes,
best practices, and challenges emerging from program activities in gender integration
and gender equality contributing to participation of women in decision-making
processes for resource allocation for health and social welfare services and to
reducing vulnerability of AGYW to HIV and violence; and
Coordinate reporting processes on the gender thematic work
and document lessons learned from review processes in order to continuously
improve the quality of gender work.
Desired Qualifications:
●
Master's Degree in gender studies,
or relevant social science discipline;
●
Minimum of 10 years of increasingly
responsible professional experience, five at the international level;
●
Extensive experience in research and
policy-level analysis; Demonstrated experience advocating gender equality and
conducting gender assessments and analysis particularly in relation
participation of women in decision-making processes for resource allocation for
health and social welfare services and to vulnerability of AGYW and key
populations to HIV and violence;
●
Knowledge of and commitment to the
USAID Gender Equality and Female Empowerment Policy, the PEPFAR Human Rights
Action Agenda, DREAMS, and PEPFAR’s focus on priority and key populations;
●
Substantial experience in applying a
gender perspective, especially a transformative perspective, to project design,
monitoring and evaluation, and building the capacity of others;
●
Have highly developed professional
conduct and ability to build strong partnerships with relevant national,
regional and district leaders and represent the program among other government
and donor stake holders;
●
Proven ability to provide leadership
to relevant national task forces and technical working groups;
●
Proven ability to provide high level
technical guidance to multi-disciplinary program implementation teams;
●
Proven ability to work effectively
both individually and as a team member;
●
Demonstrated skills in spoken and
written English at ILR Level 4 or the equivalent;
●
Demonstrated experience producing
high quality English-language communication products such as progress reports,
case studies, and research protocols;
●
Proficiency with Microsoft Office
and other common software;
●
Ability to travel 30% of the time
within Tanzania;
●
Tanzanian national preferred.
