Aga Khan Foundation (AKF) has been implementing its Coastal Rural Support Programme Tanzania, CRSP (T) in Mtwara and Lindi regions since 2009. CRSP(T) is a multi-input area development initiative of AKF with interventions in market driven agricultural production, access to finance, health, education and civil society strengthening. The programme’s overall goal is to improve the quality of life and social well-being of people in Lindi and Mtwara Regions. Aga Khan Foundation Tanzania is now launching the Food Value Chain Project under CRSPT focusing on horticulture, rice, pulses and poultry value chains. The FVC project has a budget of Euro 3.1 million granted by the Skills for Oil and Gas Africa program of GIZ. The project will be implemented from April 2016 to March 2019, with the potential to be extended. The overall objective of the project is to increase the income of 5,000 local producers and entrepreneurs, including from marginalized groups such as youth and women, through sustainable food supply businesses to the targeted markets of oil, gas, mining, and other external markets in Lindi and Mtwara regions and beyond. Job Title: Market Development Coordinator – FVC Project
Reports to: Project Manager (PM)
Location: Mtwara, Tanzania
Reporting to the Project Manager, the Market Development Coordinator is responsible for ensuring the Producer businesses and MSMEs are linked to market actors and informed by the market demand, access business, management and entrepreneurship training and are able to meet the quality and quantities of rice, horticulture, pulses and poultry products that the catering for oil, gas and mining industries require in Mtwara and Lindi Regions as well as other markets within and beyond the two regions. S/he will work very closely with the Value Chain Coordinator to design, develop and roll out training needs assessment, develop training packages, develop linkages and establish networks with market actors with focus on small holder farmer engagement, growth of entrepreneurs and job creation for the local population. S/he is responsible for actualizing buyer agreements, growth of SMEs, progress on targets, cost effectiveness and efficiency of the project interventions under her/his portfolio
Key Responsibility Areas
Activity Planning, Implementation and Monitoring
 Responsible for identification and engagement of the market actors and their establishing buying agreements with PBs and MSMEs
 Develop with the team quarterly plans for desired project outcomes of the rice, horticulture, pulses, poultry and egg value chains
 Lead the PB and MSME training needs assessment, development of training and training of producer business groups and MSMEs on required entrepreneurial skills. Provide technical advice to PBs regarding business strategy and management
 Establish linkages with varied existing and new market actors for access to input, information and markets in a sustainable way
 Facilitate groups to engage with value chain actors in collaboration with the Value Chain Coordinator.
 Take lead in developing market information collection and dissemination system and advice value chain and Business group facilitators on matters related to markets
 Provide on-going technical capacity-building for project staff and development of training products and materials for project beneficiaries/clients
 Liaise and coordinate with relevant stakeholders including government, private sector in LMR.
 Facilitate development of business models with PBs and field officers to facilitate them to make informed decisions
 Continuous monitoring of the target value chains market trends for informed project decision
 Track and maintain records of the PB, MSME and buyer agreements and critical transactions
 Ensure collection of project data in collaboration with M&E team and provide any required support for surveys and studies in the project as may be required.
 Organizing regular staff meeting to review progress for improvement in collaboration with the other coordinator
 Ensure approaches and mechanisms chosen have a sustainability bearing and make an effort to identify and use existing opportunities from CRSPT’s previous and existing projects
 Responsible for monthly and quarterly project reports and documentation of learning
 Participate in the development of AKF annual budgets and narratives for CRSP(T)
 Collaborate with the Value Chain Coordinator on matters related to field implementation by the Producer Businesses and SME’s in the value chains.
 Ensures compliance and quality assurance in selected value chains
Human Resource Management
 Provide input to staff performance management, coaching and mentoring for field staff for delivery of results.
 Ensure staff develop work plans and coordinate their different roles to enable them understand the relationship of their role to those of others in the team.
 Ensure staff have access to project resources for effective implementation of project activities
Stakeholder Relations
 Effectively represent the project to relevant local authorities and organizations in LMR
 Develop effective relationship with district, regional governments and stakeholders for programme implementation, ownership and sustainability
 Any other Responsibilities assigned by the Project Manager
Core Competencies
 A Bachelors’ Degree in Agribusiness, Business Administration, Commerce or Economics from a reputable university
 At least 5 years’ experience managing an agricultural market development intervention in NGO and/or private sector with multiple value chains and small holder focus
 Experience in working with MSME’s and facilitating access to markets
 Diverse understanding of food value chains and market dynamics
 Strong people management and communication skills
 Experience in market systems analysis, facilitation of business relationships and development of business models
 Ability to communicate effectively in business language
