A. Develop an inception report with detailed methodology report, research plan and draft table of contents for
drafting of the regional comparative study;
B. Review literature to establish the socio-economic context of regional labour migration governance in Eastern
Africa;
C. Liaise with EAC Secretariat to acquire their input into the development of the regional comparative study and
overall cooperation within the confines of the Regional Labour Migration Project;
D. In collaboration with the project management team, facilitate the regional methodology meeting;
E. Liaise with the IOM Country Offices in the above-mentioned target countries to gather pertinent data, including
available translated literature in English and French;
F. Travel to Burundi, Kenya, Rwanda and Tanzania to undertake data collection
G. In collaboration with the IOM Missions in the four target countries, facilitate stakeholders' planning meeting and
two days stakeholders' data collection workshop in each country to solicit inputs into the draft comparative
study;
H. In collaboration with the each of the lOM Missions in the four target countries, attend stakeholders' launch
meeting of the study; •
I. Undertake the following duty travel (not including travel time):
i) Two full working days in Tanzania to present the inception report during the regional methodology meeting
and one half day to participate in the IOM Steering Committee meeting;
ii) One full working day in each of the four countries to attend the stakeholders' planning meeting;
iii) Four full working days in Burundifor initial data collection;
iv) Four full working days in Kenya for initial data collection;
v) Four full working days in Rwanda for initial data collection;
vi) Four full working days in Tanzania for data collection visits;
vii) Two full working days in each of the four countries to attend the stakeholders' data collection workshop and
one full working day to conduct follow up data collection; and
viii) One full working day in each of the four countries to launch the study report.
REQUIREMENTS
a) Completed advanced University degree from an accredited academic institution preferably in Economics,
Demography, Social Sciences, International Relations or related fields.
b) Extensive knowledge of labour migration, labour exporting, migration and development, or demographics,
preferably with a focus on the East African region
c) Minimum of 1 O years of relevant professional experience in academia, research institutes, think tanks,
governmental, inter-governmental, or non-governmental organizations.
d) Proven previous working experience consisting of substantial involvement in assessments, evaluations, and/or
reviews in related areas.
e) Working experience with senior officials within government, inter-governmental, and non-governmental
organizations.
f) Full computer literacy, including familiarity with research and statistical tools.
g) Proven capacity to supervise and coordinate all administrative and technical aspects of the consultancy.
h) Excellent written and spoken English. Knowledge of French would be an asset.
i) Demonstrated ability to work in a multicultural environment and establish harmonious and effective
relationships.
