Job Title: Senior Monitoring and Evaluation Officer (Dar based)
Reporting To: Senior Structural Interventions Advisor
Job Objective:
Serve as an active senior member of the program team for the implementation of Sa uti- Tz with the primary responsibilities for monitoring and evaluation of Structural Interventions and overall supervision of the MERL Officers.
Job Description:
• Supervise the Regional MERL officers
• Coordinate Structural Intervention M&E activities and the reporting of data under Sauti-Tz
• Train partner’s staff on monitoring systems and facilitating their utilisation in tracking progress of implementation
• Facilitate development of evaluation tools and methods for the different projects according to the relevant timeframes for project evaluations
• Gather and analyze data for project M&E and facilitate the regular reporting of the data and results to key stakeholders and donors through development of customized reports
• Contribute to general capacity-building strategy for partner NGOs and other local partners including participation in the development and delivery of training workshops and other capacity building interventions
• Work closely with partners through the coordination units to identify and monitor targets in compliance with M&E plan, maintain and facilitate joint operational plans, and develop or refine methodologies over time.
• Participate in the overall management of sub-grants in relation to performance monitoring
• Serve as a mentor to MERL Officers and provide technical assistance in various areas relating to M&E, and Structural Intervention activities.
• Prepare training materials and stories for posting on the website
• Participate in drafting of structural interventions annual work plans under the Sauti-Tz Tanzania programs
• Review regular status, progress and final reports regarding Sauti-Tz training and support to CSOs
• Work in partnership with other Sauti-Tz M&E staff and program officers in the implementation of the programs
• Review and finalize data for Pact's Global Indicators and Balance Score cards
• Other work related duties as assigned by the Supervisor.
Qualifications:
Education:
• Bachelor or Master's Degree in field(s) relevant to fulfillment of the duties and responsibilities as described above.
Experience:
• Energetic team player with M&E Experience
• At least five years of progressively responsible experience as a program development
• Been involved in donor funded development programs.
Skills:
• Creative and strategic thinker
• Ability to work in partnership with team members, partner agencies and community members of both the international and national communities
• Excellent written and oral communication abilities.
• Facilitation, training and public speaking skills
• Strong computer (word processing) literacy, skills in databases a plus.
Languages:
Strong Language capability in both Kiswahili and English.
