COMIC RELIEF PROGRAMME MANAGER

ROLE PURPOSE:
The Comic Relief Programme Manager will provide strategic leadership and is accountable for providing management and oversight of the implementation of the Comic Relief programme and to represent and advocate for Save the Children’s work and organizational priorities with a wide range of external parties including government representatives, communities, donors, UN and other agencies operating in Songwe and at Dare es Salaam level.
SCOPE OF ROLE:
Save the Children has been operational in Tanzania since 1986 providing support to children through developmental and humanitarian relief programmes delivered in support of Government of Tanzania priorities and policies both directly and through local partners. Current programming focuses on child protection, child rights governance, education, nutrition, HIV/TB and emergency response. In 2012, as part of a global reorganization process, Save the Children combined programmes of SCUK, SCUS, SC Sweden to create a single operation in Tanzania. We currently have an operational presence in Lindi, Shinyanga, Zanzibar, Songwe and Kigoma as well as Dar es Salaam and we also work through partners in other parts of the country. We employ nearly 100 staff and have an annual operating budget of approximately $10 million.

1. Programme leadership

2. Programme management responsibilities
- Provide management oversight of the implementation of the Comic Relief programme both in Dar es Salaam and Mbozi.
- Liaise closely with the Education, CP and Health and Nutrition Specialists for technical guidance to the programme.
- Develop detailed implementation plans, procurement plans and phased financial forecasts in collaboration with the programme staff and partners.
- Ensure that all planned activities and related expenditures for the Comic Relief programme are on track with recorded DIP in strict compliance with the agreed budget lines and Save the Children’s financial regulations and reviewed on a monthly basis during Award Review Meetings. Adjust plans accordingly.
- Oversee and ensure the quality of partner identification and support implementation. Ensure a capacity assessment and development plan is in place, regularly reviewed and followed-through.
- Regularly travel to the Mbozi field site locations to lead the start-up, manage implementation, and in coordination with MEAL staff oversee the monitoring of project activities.
- Oversee and/or develop technical materials in collaboration with Technical Specialists within country and from member to further project activities, objectives and results.
- Ensure all programme activities on the ground fulfil the requirements of the approved Save the Children Country strategic plan.
Operational
- Ensure all staff comply with Save the Children financial and logistics procedures.
- Ensure functional systems are in place for effective project planning, preparation, start-up and implementation.
- Prepare monthly projects updates and quarterly / annual reports including all project documentation and ensure timely submission to the Senior Management and donors through the head office.
- Incorporate child rights programming into all aspects of Save the Children's work in the operational areas where possible and with support from head office colleagues and ensure requirements of Save the Children Child Safeguarding Policy are fully complied with by all staff and partners in the Comic Relief programme.
3. Monitoring, Evaluation, Accountability and Learning / Research
- In collaboration with the MEAL team establish and ensure implementation of a strong MEAL system for the Comic Relief programme (MEAL plans, indicators, performance tracking tables, monitoring tools, benchmarks etc.)
- Include baseline studies, formative assessments, mid-term evaluations, final evaluations and other research studies as well as learning events as part of annual DIPs.
- In collaboration with MEAL unit, develop process, output and outcome level Quality Benchmarks and regularly review progress on indicators/achievement of targets (LFA).
- Discuss monitoring findings during program coordination/review meetings, review MEAL reports to highlight key project strengths and areas of improvement, and use learning from monitoring reports for project planning and implementation.
- Provide programmatic inputs for the development of the ToRs of evaluations/baseline studies which include background information and scope of work and proposed methodology in conjunction with TS and MEAL input.
- Review accountability to beneficiaries’ data and reports and provide technical support to implementation team using key learning from accountability system for program development, planning, improvement and implementation.
- Identify staff MEAL capacity needs and inform MEAL unit and set aside MEAL capacity building budget for programme staff.
4. Staff management and development
- Line management responsibilities for the Comic Relief programme staff.
- Ensure the recruitment, training, and promotion of staff as appropriate and ensure appropriate professional development opportunities are provided.
- Manage the performance of all supervisees through the effective use of the Performance Management System and ongoing mentoring/coaching.
- Lead, manage and motivate the relevant staff members, ensuring they have clear work plans and objectives and receive quarterly supervisions and reviews.
- Ensure all staff receive the relevant training and support required to enable them to undertake their responsibilities effectively in line with internal project management systems
5. Save the Children representation
- Regularly coordinate and collaborate with other SC sector teams to strengthen programming and impact for children.
- Engage the donor and Tanzania government officials at all required levels as required to ensure Save the Children is considered a preferred and active partner in Tanzania and in the Songwe Region specifically.
- Represent SCI in technical coordination meetings with Comic Relief and local and international partners, and any other relevant meeting when required.

QUALIFICATIONS AND EXPERIENCE
Master’s degree in Education, Social Science, Policy or equivalent fields.
Minimum five years of relevant area work experience in leading design and implementation of development programmes (a background in education/early childhood development programming is desirable but not essential).
Experience of leading complex, innovative and adaptive programmes within a context of wider sector change.

KEY AREAS OF ACCOUNTABILITY:
1. Programme management responsibilities
The overall objective of the Discover project is the development and testing of the Discover Learning intervention with a goal of promoting positive, gender norm transformative, social-emotional learning during early adolescence. The Discover Learning intervention builds on research from transdisciplinary developmental science that indicates that early adolescence (ages 10-14), is a period of dynamic maturational changes. These include the onset of pubertal development, which begins a period of rapid physical growth (including extensive brain development) and sexual maturation, as well as changes in cognitive, social, emotional, psychological, and behavioral processes. This highly innovative intervention leverages the developmental changes that occur with the onset of puberty that appear to create natural affinities for discovery learning, particularly in the social domain. In contrast to didactic learning models, discovery learning is a process through which learners engage in self-motivated inquiry, supported by teachers/facilitators, information, and materials, in order to “discover” the intended content. Key elements to creating sustainable discovery learning include: a) engaging motivation and natural curiosity, and b) providing social support that includes a balance of monitoring/support while also promoting youth-driven discoveries (individually and in small groups). To achieve this, Discover Learning uses an adult supported approach to promote youth-driven discovery learning and leverages digital technology to engage youth.
The Discover Learning intervention has been designed as a 14-session, public, primary-school-based intervention for 10-14 year olds. Students will work in small, same-age, mixed gender groups that will be led by young adult (20 to 30-year-old) trained facilitators who will serve as mentors/coaches. Using a case-based learning model, the youth will learn a group process for problem solving including evaluating what is known about a particular topic, identifying new questions and areas of inquiry, making hypotheses, and creating a strategy about how to gather information to answer their questions and/or solve problems. A core element of the learning and problem solving exercise will involve using internet enabled tablets to gain access to information and/or to engage in interactive learning exercises relevant to the problem at hand. The use of the technology will be supported by adults with learners gaining increased privileges and expanded access over time as they demonstrate successful, effective use. Students will use the technology to build effective communication skills, learn to content, and build critical thinking skills.
Technical
- Provide management oversight of the implementation of the 3 phases of the Discover Learning intervention in close coordination with UC Berkeley Center on the Developing Adolescent.
- Lead data collection during the formative research process.
- Liaise closely with the Ministries of Health and Education for technical guidance to the programme.
- Develop detailed implementation plans, procurement plans and phased financial forecasts in collaboration with the Center on the Developing Adolescent.
- Work in partnership with the Center on the Developing Adolescent to develop training for the project facilitators.
- Serve as the master facilitator of the Discover Learning intervention delivering the intervention in the classroom during all three phases of implementation.
- Ensure successful implementation of the Discover Learning intervention among all project staff. In consultation with the Center on the Developing Adolescent provide ongoing training opportunities for project facilitators.
- Establish and maintain relationships with intervention schools, local education boards, parents, and community leaders.
- Ensure that all planned activities and related expenditures for the Discover project are on track and in strict compliance with the agreed budget lines and Save the Children’s financial regulations and reviewed on a monthly basis during Award Review Meetings.
- Support partners in the implementation of projects and ensure a capacity assessment and development plan is in place, regularly reviewed and followed-through.
- Regularly travel to field site locations to lead the start-up, manage implementation, and in coordination with MEAL staff oversee the monitoring of project activities.
- Consult with the Center on the Developing Adolescent to develop curriculum and training materials. May involve annual travel to the US.
- Ensure all programme activities on the ground fulfil the requirements of approved Save the Children Country strategic plan.
Operational
- Ensure all staff comply with Save the Children financial and logistics procedures.
- Work in partnership with the Center on the Developing adolescent to ensure functional systems are in place for effective project planning, preparation, start-up and implementation.
- Communicate regularly with Center on the Developing Adolescent US-based team to monitor the progress of the project and inform program improvement.
- Prepare monthly projects updates and quarterly / annual reports including all project documentation and ensure timely submission to the Senior Management, donors through head office.
- Ensure all programme activities on the ground fulfil the requirements of approved contract with the Center on the Developing Adolescent and the Save the Children Country strategic plan.
- Collaborate with to be named technology partner on development, revision, and implementation of intervention components and facilitating successful introduction of technology into intervention sites.
- Ensure that security guidelines are prepared and followed in the project locations and that any breaches of these are handled appropriately: monitor the security situation in the project area and respond accordingly.
- Record and report any security incidents to the Director of Programme Operations/Country Director.
- Incorporate child rights programming into the implementation of the Discover Learning intervention with support from head office colleagues and ensure requirements of Save the Children Child Safeguarding Policy are fully complied with by all staff and partners in the Discover Project.
2. Monitoring, Evaluation, Accountability and Learning / Research
- Provide feedback on the process evaluation design and tools to the MEAL team and Johns Hopkins University Global Early Adolescent Study.
- In collaboration with the MEAL team, ensure implementation of the process evaluation and develop a learning feedback loop, including the Center on the Developing Adolescent, to facilitate intervention improvement.
- Partner with the MEAL team to engage Ministries of Health and Education, as well as local school administrators and teachers in process evaluation.
- In collaboration with MEAL unit and process evaluation team from GEAS, provide input on implementation benchmarks and regularly review progress on indicators/achievement of targets.
- Engage in regular discussions with the Center on the Developing Adolescent about monitoring findings, review MEAL/GEAS process evaluation reports to highlight key project strengths and areas of improvement, and use learning from monitoring reports for Discover Learning intervention revision.

PROGRAMME OFFICER - EDUCATION

ROLE PURPOSE:
The Programme Officer - Education will form part of Save the Children in Tanzania Mbozi Programme Team. The overall purpose of Programme Officer - Education position is to ensure effective project planning, coordinate implementation towards achievement of project objectives of the education pilot project “improving the quality of learning and learning outcomes”. S/he will be responsible for facilitating training, monitoring progress and reporting back to line manager(s), donor and various stakeholders. In general, s/he is expected of provision of sound technical leadership at local level.

KEY AREAS OF ACCOUNTABILITY:
1.0 Project Implementation and Delivery
· Ensure that the project approaches, objectives, goals and activities are well understood and implemented accordingly in collaboration with teachers of the pilot schools, government authorities especially education department, teachers training colleges in the vicinity and other stakeholders.
· To identify teacher-specific training needs aimed at improving learning and teaching methods among teachers.
· Organize, coordinate and facilitate teacher-specific training programs aimed at improving teaching methods in line with Save the Children technical guidelines with district education officers, teachers training college. The training program will combine “traditional” teachers training interventions (lecture and some practicum) with newer approaches using technology, peer-to-peer learning, and coaching.
· To encourage and influence the development of new learning opportunities through formal and informal classes as well as individual tutoring and mentoring. Collaborate with teachers and education officers to ensure that peer mentoring and tutoring groups in primary schools are established and supported to strengthen learning of key subjects.
· To develop project activity budgets, work plans and review them regularly in consultation with supervisor to ensure effective implementation of proposed project activities.
2.0 Project Monitoring, Information sharing and Reporting
· In collaboration with PDQ department to ensure that there is sound project monitoring system, project data are systematically gathered in participatory manner and analyzed to generate useful information to track project progress as stipulated in the project M&E plan
· Facilitate establishment of closely monitoring each individual teacher throughout, including at Baseline and end-line, against the new national competency standards (using a variety of evidence, including portfolio, lesson observations, and interview reports).
· Completion of all reporting requirements in line with the set Monitoring and Evaluation framework, Save the Children and donor requirements.
· To strengthen communication, information sharing and collaboration with Local Government Agencies (LGA) at all levels to ensure ownership and sustainability of the project.
· Be responsible for gathering the learning from the education pilot project in Shinyanga, including ensuring documentation and dissemination of good practices within the project and across the organization.
3.0 Relationships, Networking and Collaboration
The nature of the position will require that harmonious and productive working relationships are developed and maintained with all stakeholders. 2. Programme management responsibilities
- Provide management oversight of the implementation of the Comic Relief programme both in Dar es Salaam and Mbozi.
- Liaise closely with the Education, CP and Health and Nutrition Specialists for technical guidance to the programme.
- Develop detailed implementation plans, procurement plans and phased financial forecasts in collaboration with the programme staff and partners.
- Ensure that all planned activities and related expenditures for the Comic Relief programme are on track with recorded DIP in strict compliance with the agreed budget lines and Save the Children’s financial regulations and reviewed on a monthly basis during Award Review Meetings. Adjust plans accordingly.
- Oversee and ensure the quality of partner identification and support implementation. Ensure a capacity assessment and development plan is in place, regularly reviewed and followed-through.
- Regularly travel to the Mbozi field site locations to lead the start-up, manage implementation, and in coordination with MEAL staff oversee the monitoring of project activities.
- Oversee and/or develop technical materials in collaboration with Technical Specialists within country and from member to further project activities, objectives and results.
- Ensure all programme activities on the ground fulfil the requirements of the approved Save the Children Country strategic plan.
Operational
- Ensure all staff comply with Save the Children financial and logistics procedures.
- Ensure functional systems are in place for effective project planning, preparation, start-up and implementation.
- Prepare monthly projects updates and quarterly / annual reports including all project documentation and ensure timely submission to the Senior Management and donors through the head office.
- Incorporate child rights programming into all aspects of Save the Children's work in the operational areas where possible and with support from head office colleagues and ensure requirements of Save the Children Child Safeguarding Policy are fully complied with by all staff and partners in the Comic Relief programme.
3. Monitoring, Evaluation, Accountability and Learning / Research
- In collaboration with the MEAL team establish and ensure implementation of a strong MEAL system for the Comic Relief programme (MEAL plans, indicators, performance tracking tables, monitoring tools, benchmarks etc.)
- Include baseline studies, formative assessments, mid-term evaluations, final evaluations and other research studies as well as learning events as part of annual DIPs.
- In collaboration with MEAL unit, develop process, output and outcome level Quality Benchmarks and regularly review progress on indicators/achievement of targets (LFA).
- Discuss monitoring findings during program coordination/review meetings, review MEAL reports to highlight key project strengths and areas of improvement, and use learning from monitoring reports for project planning and implementation.
- Provide programmatic inputs for the development of the ToRs of evaluations/baseline studies which include background information and scope of work and proposed methodology in conjunction with TS and MEAL input.
- Review accountability to beneficiaries’ data and reports and provide technical support to implementation team using key learning from accountability system for program development, planning, improvement and implementation.
- Identify staff MEAL capacity needs and inform MEAL unit and set aside MEAL capacity building budget for programme staff.
4. Staff management and development
- Line management responsibilities for the Comic Relief programme staff.
- Ensure the recruitment, training, and promotion of staff as appropriate and ensure appropriate professional development opportunities are provided.
- Manage the performance of all supervisees through the effective use of the Performance Management System and ongoing mentoring/coaching.
- Lead, manage and motivate the relevant staff members, ensuring they have clear work plans and objectives and receive quarterly supervisions and reviews.

DISCOVER LEARNING PROGRAMME MANAGER

ROLE PURPOSE:
The Discover Learning Programme Manager is accountable for providing management and oversight of the implementation of the Discover Learning intervention; to lead the collaboration between Save the Children with the UC Berkeley Center on the Developing Adolescent and Health for a Prosperous Nation; to serve as a lead facilitator of the Discover Learning intervention; and to represent and advocate for Save the Children’s work and organizational priorities, with a specific focus on early adolescence, with a wide range of external parties including government representatives, communities, donors, UN and other humanitarian agencies operating in the area. Provide leadership and guidance to the programme team including the Discover Learning facilitators.
SCOPE OF ROLE:
Save the Children has been operational in Tanzania since 1986 providing support to children through developmental and humanitarian relief programmes delivered in support of Government of Tanzania priorities and policies both directly and through local partners. Current programming focuses on child protection, child rights governance, education, nutrition, HIV/TB and emergency response. In 2012, as part of a global reorganization process, Save the Children combined programmes of SCUK, SCUS, SC Sweden to create a single operation in Tanzania. We currently have an operational presence in Lindi, Shinyanga, Zanzibar, Songwe, Kigoma and with Dodoma/Singida starting up, and we also work through partners in other parts of the country. We employ nearly 100 staff and have an annual operating budget of approximately $10 million.

KEY AREAS OF ACCOUNTABILITY:
1. Programme management responsibilities
The overall objective of the Discover project is the development and testing of the Discover Learning intervention with a goal of promoting positive, gender norm transformative, social-emotional learning during early adolescence. The Discover Learning intervention builds on research from transdisciplinary developmental science that indicates that early adolescence (ages 10-14), is a period of dynamic maturational changes. These include the onset of pubertal development, which begins a period of rapid physical growth (including extensive brain development) and sexual maturation, as well as changes in cognitive, social, emotional, psychological, and behavioral processes. This highly innovative intervention leverages the developmental changes that occur with the onset of puberty that appear to create natural affinities for discovery learning, particularly in the social domain. In contrast to didactic learning models, discovery learning is a process through which learners engage in self-motivated inquiry, supported by teachers/facilitators, information, and materials, in order to “discover” the intended content. Key elements to creating sustainable discovery learning include: a) engaging motivation and natural curiosity, and b) providing social support that includes a balance of monitoring/support while also promoting youth-driven discoveries (individually and in small groups). To achieve this, Discover Learning uses an adult supported approach to promote youth-driven discovery learning and leverages digital technology to engage youth.
The Discover Learning intervention has been designed as a 14-session, public, primary-school-based intervention for 10-14 year olds. Students will work in small, same-age, mixed gender groups that will be led by young adult (20 to 30-year-old) trained facilitators who will serve as mentors/coaches. Using a case-based learning model, the youth will learn a group process for problem solving including evaluating what is known about a particular topic, identifying new questions and areas of inquiry, making hypotheses, and creating a strategy about how to gather information to answer their questions and/or solve problems. A core element of the learning and problem solving exercise will involve using internet enabled tablets to gain access to information and/or to engage in interactive learning exercises relevant to the problem at hand. The use of the technology will be supported by adults with learners gaining increased privileges and expanded access over time as they demonstrate successful, effective use. Students will use the technology to build effective communication skills, learn to content, and build critical thinking skills.
Technical
- Provide management oversight of the implementation of the 3 phases of the Discover Learning intervention in close coordination with UC Berkeley Center on the Developing Adolescent.
- Lead data collection during the formative research process.
- Liaise closely with the Ministries of Health and Education for technical guidance to the programme.
- Develop detailed implementation plans, procurement plans and phased financial forecasts in collaboration with the Center on the Developing Adolescent.
- Work in partnership with the Center on the Developing Adolescent to develop training for the project facilitators.
- Serve as the master facilitator of the Discover Learning intervention delivering the intervention in the classroom during all three phases of implementation.
- Ensure successful implementation of the Discover Learning intervention among all project staff. In consultation with the Center on the Developing Adolescent provide ongoing training opportunities for project facilitators.
- Establish and maintain relationships with intervention schools, local education boards, parents, and community leaders.
- Ensure that all planned activities and related expenditures for the Discover project are on track and in strict compliance with the agreed budget lines and Save the Children’s financial regulations and reviewed on a monthly basis during Award Review Meetings.
- Support partners in the implementation of projects and ensure a capacity assessment and development plan is in place, regularly reviewed and followed-through.

Operational

- Communicate regularly with Center on the Developing Adolescent US-based team to monitor the progress of the project and inform program improvement.
- Prepare monthly projects updates and quarterly / annual reports including all project documentation and ensure timely submission to the Senior Management, donors through head office.
- Ensure all programme activities on the ground fulfil the requirements of approved contract with the Center on the Developing Adolescent and the Save the Children Country strategic plan.
- Collaborate with to be named technology partner on development, revision, and implementation of intervention components and facilitating successful introduction of technology into intervention sites.
- Ensure that security guidelines are prepared and followed in the project locations and that any breaches of these are handled appropriately: monitor the security situation in the project area and respond accordingly.
- Record and report any security incidents to the Director of Programme Operations/Country Director.
- Incorporate child rights programming into the implementation of the Discover Learning intervention with support from head office colleagues and ensure requirements of Save the Children Child Safeguarding Policy are fully complied with by all staff and partners in the Discover Project.
2. Monitoring, Evaluation, Accountability and Learning / Research
- Provide feedback on the process evaluation design and tools to the MEAL team and Johns Hopkins University Global Early Adolescent Study.
- In collaboration with the MEAL team, ensure implementation of the process evaluation and develop a learning feedback loop, including the Center on the Developing Adolescent, to facilitate intervention improvement.
- Partner with the MEAL team to engage Ministries of Health and Education, as well as local school administrators and teachers in process evaluation.
- In collaboration with MEAL unit and process evaluation team from GEAS, provide input on implementation benchmarks and regularly review progress on indicators/achievement of targets.
- Engage in regular discussions with the Center on the Developing Adolescent about monitoring findings, review MEAL/GEAS process evaluation reports to highlight key project strengths and areas of improvement, and use learning from monitoring reports for Discover Learning intervention revision.

PROGRAMME OFFICER - EDUCATION

ROLE PURPOSE:
The Programme Officer - Education will form part of Save the Children in Tanzania Mbozi Programme Team. The overall purpose of Programme Officer - Education position is to ensure effective project planning, coordinate implementation towards achievement of project objectives of the education pilot project “improving the quality of learning and learning outcomes”. S/he will be responsible for facilitating training, monitoring progress and reporting back to line manager(s), donor and various stakeholders. In general, s/he is expected of provision of sound technical leadership at local level.

KEY AREAS OF ACCOUNTABILITY:
1.0 Project Implementation and Delivery
· Ensure that the project approaches, objectives, goals and activities are well understood and implemented accordingly in collaboration with teachers of the pilot schools, government authorities especially education department, teachers training colleges in the vicinity and other stakeholders.
· To identify teacher-specific training needs aimed at improving learning and teaching methods among teachers.
· Organize, coordinate and facilitate teacher-specific training programs aimed at improving teaching methods in line with Save the Children technical guidelines with district education officers, teachers training college. The training program will combine “traditional” teachers training interventions (lecture and some practicum) with newer approaches using technology, peer-to-peer learning, and coaching.
· To encourage and influence the development of new learning opportunities through formal and informal classes as well as individual tutoring and mentoring. Collaborate with teachers and education officers to ensure that peer mentoring and tutoring groups in primary schools are established and supported to strengthen learning of key subjects.
· To develop project activity budgets, work plans and review them regularly in consultation with supervisor to ensure effective implementation of proposed project activities.
2.0 Project Monitoring, Information sharing and Reporting
· In collaboration with PDQ department to ensure that there is sound project monitoring system, project data are systematically gathered in participatory manner and analyzed to generate useful information to track project progress as stipulated in the project M&E plan
· Facilitate establishment of closely monitoring each individual teacher throughout, including at Baseline and end-line, against the new national competency standards (using a variety of evidence, including portfolio, lesson observations, and interview reports).
· Completion of all reporting requirements in line with the set Monitoring and Evaluation framework, Save the Children and donor requirements.
· To strengthen communication, information sharing and collaboration with Local Government Agencies (LGA) at all levels to ensure ownership and sustainability of the project.
· Be responsible for gathering the learning from the education pilot project in Shinyanga, including ensuring documentation and dissemination of good practices within the project and across the organization.
